Hello and Season′s greetings
As I sit to write treasure′s report this year I feel jittery. I have some solid reasons to feel so.
In my last year′s report I have brought before you the facts of running an association with the re-sources that we have at our disposal. As I was very hopeful of getting some funds from Delhi conference, I didn′t press for the matter but this time I want your attention and decision of GB regarding the facts and proposals I put hereunder.
Our predecessors didn′t face this situation as they had plenty of funds with them. Since we took over, every penny received by the Association had been put in FDR. An ammendment in the constitution was made that only interest will be spent and any addition to various funds will also be put in FDR. We followed that but again I didn′t expect at that time that apart from the interest of journal fund, the journal will need some extra money from head quarter quota of interest money. Even after that Rs. 2 lacks were given to journal as loan. So the amount of interest has gone down than the expected and also the bank interest rate has gone down. We have spent the entire amount and now for next financial year we have nothing much left.
After many deliberations I had to place before you the following proposals and hope to get your approval on that.
1. The Editor should be requested to make his own efforts to run the journal. We will keep on sending him the interest earned on the journal funds and no other amount.
2. The expenses on the elections have to be brought down. I see no reasons of prepaid postal ballots. For the last three years since we introduced the association has to spend money unnecessary on this.
We send three thousand prepaid ballot papers and we receive back 1200 or so. And rest 1500 or more are never sent back. And at the rate Rs. 3/per envelop i.e. Rs.4500.00 lost every year.
I am sure of the fact that only who are interested in the affairs of the association will vote whether we send them prepaid ballots or not. Spending Rs. 3/ per head is not much but collectively it saves a lot. Also I request the election officer not to indulge in extravaganza like screen printing the envelops and ballot papers. Simple printing can do and he should try also to cut down the expenses. 3. And finally all the contributions from Delhi - please send it to the head quarters so that we earn more interest and do not have to touch the principal.
4. Even after that I request you to make an expception this time and allow us to spend this conference surplus fund which we are likely to get this year from Bangalore. I assure you that this will be a one time arrangement because my successor will have no problem in running the association on the interest money only as we are expecting a huge contribution from Delhi fund provided we get it, and the interest will be much higher.
I need your endorsement on all these proposals.
